Return of the ASBO
Persistent anti-social behaviour offenders could face up to two years in jail with the return of the decades old, Anti-Social Behaviour Order [ASBO], or an updated version of it called the ‘Respect Order’, as part of the governments Crime & Policing Bill.
This will give police the power to ban offenders from specific locations e.g. city centres, parks etc and to seize illegal e-scooters and electric bikes [used extensively by delivery riders] without notice, and even cars if they are used in an anti-social manner.
As part of the sanctions available to police and councils, offenders could be obliged to attend anger management courses and drink/drug rehabilitation programmes.
Breaching a Respect Order could result in imprisonment for up to 2 years and/or unlimited fines.
The measures are part of the Labour government pledge to “return law and order to our streets”. The most recent report for HM Inspector of Constabulary said that most forces needed to improve the way they record and respond to anti-social behaviour.
